Job Purpose The Manager – IT Infrastructure is responsible for the strategic planning, implementation, operation, security, resilience, and continuous improvement of the Company’s enterprise technology infrastructure. The role provides end-to-end leadership for servers, storage, backup and recovery, data centres, networks, telecommunications, databases, and information security services. The Manager ensures that infrastructure platforms and services are secure, available, reliable, scalable, compliant, and aligned with business and operational requirements. The role also leads the infrastructure team, manages service providers and technology partners, oversees projects and budgets, and coordinates incident response, disaster recovery, capacity planning, lifecycle management, and technology modernization initiatives. Key Responsibilities • Develop and maintain infrastructure strategies, technology roadmaps, standards, policies, procedures, and service plans aligned with business objectives, regulatory obligations, and the Company’s risk appetite. • Lead the daily operation, administration, monitoring, maintenance, and support of enterprise servers, operating systems, virtualization platforms, storage systems, backup and recovery solutions, data centres, networks, telecommunications services, databases, and information security platforms. • Ensure infrastructure and security services meet agreed availability, performance, capacity, resilience, recovery, and service-level requirements. • Direct infrastructure monitoring, incident response, request fulfilment, escalation, root-cause analysis, problem management, and corrective action to restore services promptly and prevent recurrence. • Establish and regularly test backup, restoration, business continuity, and disaster recovery arrangements to protect critical systems and data and to meet approved recovery objectives. • Oversee network and telecommunications services, including LAN, WAN, wireless, internet connectivity, firewalls, remote access, voice, mobile, and carrier services, to provide secure and reliable connectivity across Company locations. • Manage database platforms and associated operational services, including availability, performance, backup, recovery, security, patching, monitoring, and coordination with application owners and vendors. • Lead information security operations for infrastructure services, including vulnerability management, security hardening, patch management, access control, privileged access, logging, monitoring, threat response, and remediation of audit findings. • Ensure infrastructure designs, configurations, and operational practices comply with Company policies, security standards, legal and regulatory requirements, licensing obligations, and applicable industry practices. • Plan and control infrastructure changes, releases, upgrades, migrations, technology refreshes, and decommissioning activities through established change and project management processes. • Manage infrastructure capacity, performance, lifecycle, configuration, asset inventory, software and hardware support status, documentation, and obsolescence risks. • Evaluate emerging technologies and recommend secure, supportable, and cost-effective solutions, including automation, virtualization, cloud, monitoring, and infrastructure modernization opportunities. • Prepare and manage operating and capital budgets, forecasts, procurement activities, contracts, renewals, maintenance agreements, and cost-optimization initiatives for infrastructure and security services. • Manage technology vendors, carriers, managed service providers, and professional service partners; monitor contractual commitments, service quality, risks, deliverables, and service-level performance. • Lead, coach, develop, and allocate work to infrastructure engineers and administrators; set objectives, review performance, strengthen technical capability, and maintain effective on-call and escalation coverage. • Collaborate with business units, application teams, IT service management, compliance, audit, risk, security, and project stakeholders to translate requirements into dependable infrastructure solutions and operational support models. • Maintain accurate architecture diagrams, configurations, operating procedures, recovery documentation, support records, inventories, and management reports, and provide timely updates on service performance, incidents, risks, projects, and improvement actions. Competencies and Requirements Experience: Minimum eight years of progressive experience in enterprise IT infrastructure and operations, including at least five years in a supervisory or management role leading infrastructure engineers, administrators, vendors, and service providers. Demonstrated experience managing enterprise servers, operating systems, virtualization, storage, backup and recovery, data centres, networks, telecommunications, databases, and information security services. Proven track record in infrastructure architecture, implementation, migration, technology refresh, capacity planning, lifecycle management, service improvement, and operational support within a complex, highly available environment. Practical experience with incident, problem, change, configuration, availability, and service-level management, including major incident coordination and root-cause analysis. Experience developing and testing backup, restoration, business continuity, and disaster recovery plans for business-critical systems and data. Experience managing infrastructure and security projects, budgets, procurement, contracts, licensing, vendor performance, audit requirements, and regulatory or compliance obligations. Knowledge/Certificates: Strong knowledge of enterprise infrastructure architecture, cybersecurity principles, IT service management, risk management, and business continuity. Relevant professional certifications such as ITIL, PMP or PRINCE2, CISSP, CISM, CCNP, Microsoft, VMware, cloud, database, storage, or backup technologies are preferred. Education: Bachelor’s degree in Information Technology, Computer Science, Engineering, Cybersecurity, or related discipline. An equivalent combination of relevant education, professional certifications, and substantial enterprise infrastructure experience may be considered. Language Ability: Strong written and verbal communication skills in English are required. Proficiency in Cantonese and/or Mandarin is preferred for effective communication with local teams, business stakeholders, vendors, and service providers. Technical Competencies: Enterprise server operating systems, directory services, identity and access management, virtualization, and cloud infrastructure. Storage platforms, backup and recovery technologies, replication, high availability, business continuity, and disaster recovery. Enterprise LAN, WAN, wireless, internet connectivity, firewalls, remote access, network monitoring, voice, mobile, and carrier services. Relational database platforms and operational disciplines covering availability, performance, security, patching, backup, and recovery. Information security controls and operations, including vulnerability management, system hardening, endpoint protection, privileged access, logging, monitoring, incident response, and regulatory compliance. Infrastructure monitoring, automation, scripting, configuration management, asset management, documentation, capacity planning, and performance reporting. Working knowledge of Microsoft enterprise technologies, VMware or equivalent virtualization platforms, major storage and backup solutions, network and security technologies, and public or private cloud services.
